The Verkhovna Rada of Ukraine has adopted a Law on amending certain legislative acts aimed at preventing the onset and spread of the coronavirus disease COVID-19. Some of the provisions of this Law concern the stay of foreigners in Ukraine during the quarantine.
The Law prohibits to punish foreigners who violate the stay rules because they were unable to leave Ukraine due to the quarantine measures in the country. This prohibition also applies to those foreigners who have been unable to contact the Migration Service of Ukraine in order to extend their stay in Ukraine and/or to exchange a temporary residence permit or permanent residence permit in Ukraine. So, foreigners would not bear the responsibility for such violations, if it was committed during the quarantine regime or as a result of quarantine.
At the same time, the State Migration Service of Ukraine emphasizes that mentioned provisions of Law apply only to foreigners and stateless persons who have legally stayed in Ukraine on March 16, 2020, which is the date of the beginning of the quarantine measures in the country.
