- Global Residency Program in Malta. This state program exists specifically for citizens of countries that are not members of the EU and allows foreigners to be granted a special tax status. Ideal for investors and entrepreneurs for whom immigration to Malta 2022 is an opportunity to start a successful business with tax benefits or work for hire. To participate in the program, the applicant must rent a property in Malta worth at least €9,600 per year (for the island of Gozo or the south of the country, this amount will be €8,750 per year). Or buy real estate worth from 275,000 euros (220,000 euros for the island of Gozo and the south). The minimum annual tax in this case should be 15,000 euros. At the same time, a foreigner is required to know English or Maltese at a conversational level and is prohibited from leaving the island for more than 183 days a year.
- Malta Permanent Resident Program. This method of moving is also called permanent residence of Malta by investment. To obtain a residence permit, it is necessary to rent real estate in the amount of 10,000 euros per year, make a state contribution in the amount of 98,000 euros and transfer 2,000 as charitable aid. In the case of purchasing real estate, the purchase amount must be 300,000 euros and above, and the state contribution of €68,000 with an unchanged charitable donation of €2,000. If you pass this program, you do not need to pass a language test, and four generations of a family can get a Maltese residence permit: husband and wife, their children, parents, grandparents.
- Citizenship by investment. In November 2020, the country’s government launched a program for granting citizenship on the basis of a significant contribution to social and economic development. For this, the applicant and his family members must have resident status for at least one year before receiving a Maltese passport. In order to obtain Maltese citizenship by investment, it is necessary to contribute to the economic development of the country in the amount of 600,000 euros and be in resident status for 36 months, or 750,000 euros and have such status for 12 months. In addition, an additional contribution of 50,000 euros is required for each family member.
There are also non-investment ways to live in Malta. But trying to get citizenship in this way, you will have to stay out of the country for a certain period of time. Emigration from Ukraine to Malta also requires a mandatory rental or purchase of housing.
You can get citizenship without significant financial investments in the following ways:
- Employment For this, you need to have a job invitation or a signed contract from a local company.

- Teaching. In the case of admission to a higher education institution and the conclusion of an education agreement with a higher education institution, a residence permit is issued for the period of study.
It is quite difficult to obtain Maltese citizenship by any means other than investment. After 6-7 years after receiving the GNP, you can get a PMP, and after another 5 years you can apply for citizenship. The Immigration Department considers applications from non-investors in a general queue and you can wait for a decision for 1-2 years.
From the moment of receiving the GNP, it is not possible to leave the territory of the country for a period of more than 183 days per year.
