What is a work permit for foreigners and stateless individuals?
A work permit for foreigners and stateless individuals is a document that grants an employer the right to temporarily employ a foreigner or a stateless person, or it can be voluntarily obtained by a resident of Dіya City to enter into a gig contract with a foreigner or a stateless person.
Who needs a work permit in Ukraine?
NEED:
- Foreign hired workers
- Foreign workers on assignment
- Intra-corporate assignees
- Foreigners granted refugee status or in need of additional protection
- Foreign students
- Other categories of foreigners
DO NOT NEED:
- Foreigners with residence permits in Ukraine
- Foreigners with refugee status or immigration permits

The procedure for obtaining and extending a work permit includes the following steps:
- Collecting and preparing all necessary documents.
- Paying for the work permit.
- Submitting an application for obtaining/extending the permit to the municipal or regional employment center.
- Receiving the work permit for foreigners.
- Signing an employment contract with the foreigner.
To obtain a work permit, the employer must provide the following documents:
- Application for a work permit.
- Notarized translation of the foreigner’s passport.
- Color photo sized 3.5 x 4.5 centimeters.
- A copy of the labor contract (contract) with the foreigner or stateless person or other documents, depending on the basis for issuing the permit.
- Confirmation of payment for the work permit.
The reasons for refusal, extension, or amendment of a work permit include:
- Failure to remove the grounds for suspending the review of the application within the specified period.
- Submission of an application and documents for extending the permit with a violation of the deadline.
- Absence of information about the employer in the Unified State Register of Legal Entities, Individual Entrepreneurs, and Public Organizations.
- Refusal of the regional authority of the Security Service of Ukraine to approve the issuance or extension of a work permit to a citizen of the Russian Federation, a citizen of the Republic of Belarus, or other states recognized as a threat to Ukraine’s state sovereignty, territorial integrity, democratic constitutional order, and other national interests.
Decisions regarding refusal, extension, amendment, or revocation of a work permit can be appealed through legal procedures.
