Today we have the opportunity to to observe how Ukraine confidently takes its place in the world. New international scientific and commercial projects begin to work in our country, a large number of Ukrainian youth leaves for studying abroad, and foreign students come to Ukraine instead. Noone is surprised with anyone’s employment in another country.
Taking into account such situation, the issue of residence registration becomes actual nowadays for both foreigners and their homeowners.
Is the registration of foreigner’s residence place compulsory?
The analysis of current legislation allows us to answer “Yes, it is”. This rule works for those who came to Ukraine for more than 90 days. A longer stay requires getting a temporal or permanent residence permit, and after obtaining one of those documents a foreigner must register his place of residence in Ukraine. The Code of Ukraine on Administrative Offences foresee legal responsibility in a form of a fine for failure to hold the prescribed registration. And it is important that homeowners (not foreigners) are the subjects of such responsibility.
Thus, to avoid problems with the law, one should know the rules of registration of foreigner’s residence place and obey them.
The order of foreigner’s residence place registration
The very procedure of foreigner’s residence place registration is quite easy. One should know the registration is performed by the Centers of Administrative Services Provision at local governments. The procedure is to be initiated by both homeowner and the foreigner. The first one must give his consent for registration, and the second one needs a special stamp in his temporal residence permit.
The order of foreigner’s residence place registration foresees the following list of documents:
- Application by the foreigner or stateless person;
- A document where the stamp on registration will be put (temporal or permanent residence permit);
- Bank receipt of sate fee payment;
- Documents confirming your rights for the house (rent agreement, the title documents, a notarized consent of the homeowner if he cannot be present personally).
As a rule, residence registration is made for an unlimited period. However, it is possible to fix the “expiration date” – the date foreseen in the rent agreement – and this date will be written on the stamp, making residence registration temporal. We strongly recommend homeowners not to omit this moment.
